When I run P3D, in the Help Windows / About LM, I read P3D v5 Academic 5.3.17.28160.
So,I am using P3D v5 Academic 5.3.17.28160.
But, if I look at the components in Windows panel, P3Dv5 Academic is 5.3.12.28072 and Client, Content and Scenery are 5.3.17.28160
So, I presume the version in Help / About LM is the client version?
Do you think it is the cause of this issue?

I use 5.3.17.28160 for Client, Content and Scenery, where the latter is certainly decisive what we see. On my system the distortion is 99% in the water. Maybe a difference comes if one uses ORBX vector, which I no longer use in v5. Anyway I'd recommend to perform always a full update of the sim, for Client, Content and Scenery.
I made a flatte with ADE scenery editor. Just a new airport at the distortion site and created a flatten moving the plane all around it to mark the edges. The flatten is stored in the CVX file for the airport and that's what I made for you. The airport file which is mostly empty is not used.
You can download the flatten from my website https://sites.google.com/view/dans-p3d-mods on the P3D5 fixes subpage. Just put it in a scenery of your choice or like suggested in the zip and add it to the sim, preferebly at top of all scenery.
