What does enable joystick camera smoothing do?

In P3D v5.4 what does the enable joystick camera smoothing do? I tried it but didn't see any difference between having that option checked and unchecked. And when I left that option checked I will exit the sim and the next time I start P3D the option will be unchecked.

So, you are seeing normal operation of enable joystick camera smoothing (unchecked) because you have not assigned a Joystick (Axis) for panning.
